ITANAGAR, Sep 9: The students and teachers of Govt Hr. Sec. School, Nampong, Changlang district celebrated Teachers’ Day in a befitting manner marking the birthday of Dr. Sarvapalli Radhakrishnan.

ARTIAF writes to President of India
ITANAGAR, Sep 9: The Arunachal RTI Activist Forum (ARTIAF) has sought intervention of President of India Pratibha Devisingh Patil into the alleged involvement of Health Minister Atum Welly and Chief Information Commissioner (formerly, commissioner, art and culture department) Y D Thongchi in illegal appointments.
The Forum in a letter to President of India on August 24 said that even after submission of several memorandums to chief minister and Governor, no action has been taken against the duo for their alleged involvement in illegal appointments.
The letter also alleged that state Govt committed gross illegality in appointment of Thongchi as Chief Information Commissioner. The committee constituted for recommendation of CIC was not as per the provision of RTI Act 2005, the Forum said. Moreover, the CIC took oath of office on March 1 before notification of his appointment, it said.

The people of Dollungmukh area have been maintaining status quo as per the Supreme Court order but the Assam forest officials has been disturbing peaceful environment in boundary area by illegal encroachment, the organizations said in a letter signed jointly. Meanwhile, Dollungmukh Area Youth Association in a separate release said that Assam forest personnel along with Assam Police battalion have carried out NEC road project in Arunachal territory.
The organization further claimed that Assam forest officials had encroached about large area of land in boundary area and begun plantation programme. It appealed the Govt to take immediate action to protect the life of common people and their properties in boundary area.
When contacted, Lower Subansiri SP Pushpendra Kumar informed that the matter has already been taken up with North Lakhimpur administration to maintain status quo as per Supreme Court order.

Taba Ajum
ITANAGAR, Sep 9: It was on the night of 2nd September that lawyer Taba Tagum was brutally attacked along with his wife, younger brother and his house totally ransacked. Such has been intensity of attack that he is now undergoing further treatment outside the state. He and his family were barbarically attacked by mob consisting of around 70 people just for the fact that he took up the case of one individual.
This whole incident once again exposes how tough it is for the professionals whether it be lawyer, journalist, doctor or any other to work freely in the state of Arunachal. In the past media persons too has been attacked on various occasions by goons for not listening their dictates. This kind of incident forced many youths to leave journalism and take up other job where their live is secure. The threat and intimidation against professionals is increasing with each passing day. Today advocate Tagum has been attacked; tomorrow it may be any one of us. The big question is, if professionals are not allowed to work freely, then how he/she will feed their respective families. It is known fact that lawyer makes living by taking up various cases. If they are not allowed to work freely, then how will they take care of the needs of their family? If goons keep on intimidating professionals, they will never be able to carry out their profession freely. If such goondaism continues, a day may come when most of the professionals will be forced to either take up other job or leave Arunachal. In such scenario the looser will be people of Arunachal.
Coming back to attack case on advocate Tagum the deafening silence by powerful student organization of state and Nyishi Elite Society(NES) the head of Nyishi tribe to which victim belongs is setting a dangerous trend. By maintaining such silence these powerful bodies are indirectly promoting goondaism in the state. The young citizen like us expects these social bodies to guide the state in this hour of crisis. They are the guiding force of society and if they maintain silence on such barbaric act, it will send wrong signal to the young generation Arunachalee.
As advocate Tagum has been referred for further treatment outside state, it may take months for him to recover from the injuries. Even if he recovers from physical injury, it might take years to recover from emotional trauma which he went through during this whole case. Imagine how much pain and agony he might have gone through when he was attacked by mob of around 70 people. How painful it must have been for him to see his wife being beaten up infront of his own eye. How tough it must have been for him to see his own younger brother being brutally attacked with sharp weapon? It is so tough to accept that fellow Arunachalee can be so barbaric and inhuman. Tribal people of Arunachal have always been known for their honesty and bravery. It is because of the fearsome nature of Arunachalee tribal that Britisher’s could never rule us. But group of 70 people attacking one woman and two hapless men, what kind of bravery is that?
Today no citizen is safe in the state capital. It is an ardent appeal to state government that as it has failed to provide security to its citizens, kindly revoke ban on issuing gun license. Please issue gun license to every citizen of Arunachal, so that they can take care of their safety. In fact the recent attack on advocate may be the beginning of the Talibanisation of Arunachal. As I conclude this article, I just hope that tomorrow nobody attacks me for this write up.
AAPSU irks over poor education scenario, suggests remedial measures
ITANAGAR, Sep 9: Irritated by the poor scenario in education sector of the state, All Arunachal Pradesh Students Union (AAPSU) has come out with a number of suggestions for the state Govt, particularly education department for improvement of overall education scenario of the state.
Suggesting the department for judicious distribution of teachers according to Education Bill, AAPSU said, as per the Education Bill, the Chief Administrative Officer must visit the schools yearly. Similarly, the Education Secretary must visit the schools of the 16 district twice in a year while director and DDSE must visit the schools four times and 10 times in a year.
Expressing surprise over the ‘complete failure of education department’ in improving education scenario of secondary and higher secondary schools of the state, AAPSU in a memorandum to Education Minister Bosiram Siram said data collected by the union has revealed that despite having so many teachers and supporting staff, the education department has failed in all fronts.
The AISSC (class XII) results comprising of Humanities, Science and Commerce in Government School last year showed very poor performance. In total, 10615 students of Government schools of the 16 districts appeared in the examination, out of which only 5521 had passed with the overall pass percentage of 52 only. Upper Subansiri, Kurung Kumey, Lower Dibang Valley and Papum Pare were the worst performer with 28.7, 32.6, 44. 2 pass percentage respectively, AASPU said.
The AISSCE Class X result also speaks volume about the poor performance of the students with only 74.68 pass percentage. Giving a details strength of the teachers in the state AAPSU said, “Our state is replete with regular teachers including 701 senior teachers, 3912 junior teachers and 4007 assistant teachers in 88 Government Higher Secondary Schools in all the districts. At the same time, under SSA there are 4284 Assistant Teachers and 1869 junior teachers to man the schools under the SSA Mission.

AAPSU said it has failed to understand the reason behind Govt failure to improve education scenario despite endowed with such a huge manpower in education sector.
The Apex Student union observed that the teachers have failed to command respect as it used to do so few decades ago because of their insincerity to the duties. “They prefer to stay in the state Capital and district headquarters rather than performing their duty in their posting place,” the union maintained.
The Union further suggested that District Administration and Circle Administration must visit the schools in their respective locality from time to time.
It demanded strict checking of the attendance of students as well as teachers in the school and strict checking on the use of mobile phone in the school by both the students and teachers.
It said that the authorities should conduct quiz, essay, extempore speech and various other competitions for instilling confidence in the students and felicitate meritorious students who excel both in academic career and curricular activities.
Above all the union suggested that there must be proper planning in opening a new School. It is noted that the Government have opened schools randomly even where there are only two to three students which should be discouraged as it is unhealthy for the students as well as for the education department, the memorandum added.

He was addressing the prospective investors from various parts of the country and senior officers of various departments of Arunachal Pradesh Govt at Investors meet organized by Indian Chambers of Commerce(ICC) under North East Initiative, in association with Ministry of Development of North Eastern Region (DoNER) at Banquet hall Itanagar today.
Lauding the initiatives of ICC and the Ministry of DoNER for organizing the meet, Dabi expressed optimism and looked forward for a fruitful and tangible result in the meet. Dabi also highlighted the initiatives of the government through new state Policy, 2008, and the incentives and concessions under the state Industrial policy.

NCP concerned at law and order situation, blames Congress
ITANAGAR, Sep 9: Nationalist Congress Party (NCP) has expressed deep concern over deteriorating law and order situation in the state and in particular capital complex. In a press statement, Tad Tana Vice President NCP, added that the main reason behind such situation is because of the existing political crisis that our state is facing today due to formation of two political camps within the 42 ruling Congress members.
While MLA’s of one faction is at Delhi since last three to four months for their political benefits, the other faction is busy trying to save their chairs. He also added that, state INC claims that 'Congress ka hath, aam aadmi ke saath' but today's present political situation indicates that' Congress ka haat apne paida ke saath''. Though the Congress states that “aam aadmi ka sipahi” but actually this party is 'aam aadmi ka virodhi’.
The occurrence of the regular bandh call also shows the complete failure of the present INC Government in all aspects by neglecting the problems being faced by the common mass because the common mass including the business community, poor villagers are the worst affected due to Bandh.

Pasighat Bandh passes off peacefully
PASIGHAT, Sep 9: Life came to a halt in the East Siang district head quarter, Pasighat today due to 2nd phase 36 hours BANDH called by the premier student organisation of Pasighat All Bogong Students’ Union. The bandh passed off peacefully, though there was severe disruption in vehicular movements and the general public had tough time reaching their respective places.
All the financial, educational and commercial establishments remained closed for the day and no untoward incident has been reported from any corner. ABSU in a release said that success of the 2nd phase has amply reflected the general feeling of common masses of the historic town regarding the eviction drive and its aftermath development the political transfer of previous East Siang Deputy commissioner Onit Panyang in the midst of Eviction drive.

It was also decided that the protest rally shall be participated by the Nyishis residing in and around the capital region which shall start from Nyirubjolli at 0900 Hrs to culminate at I.G Park, Itanagar at about 1100 Hrs with a public meeting to conclude the rally. Accordingly, the mobilization committee was also constituted to ensure massive participation.
The meeting which was attended by large number of the Nyishis from all walks of life came after the expiry of the ultimatum served to the State Government on Times of India (ToI) issue.
NES further took strong exception to an SMS doing the rounds. “Some fictitious SMS purported to have been issued by the NES is under circulation from Mobile No.9615445009 to create a rift between the Nyishi and Galo Communities and also to malign the image of the President, NES” it said. The NES while disowning the message and condemning the mischievous act of the person(s) who generated the SMS appealed to one and all, especially to the members of the Galo community not to be carried away by such mischief and maintain the age old trust and confidence amongst the Nyishis and the Galos. The FIR to the effect is being lodged at Police Station Itanagar and Naharlagun against the culprit generating such messages with a malafide intention, said a press release issued by the NES.

Association welcomes assurance
ITANAAGR, Sep 9: All Upper Subansiri Diploma in Elementary Education Association (AUSDEdA), in a release, said that the Education Department has assured not to appoint any untrained persons as ATs and JTs even in SSA and follow the RTE and NCTE norms and guidelines while appointments would be made.
The assurance was given to the association during a meeting with Education Minister, AUSDEdA said. It said that the assurance has enhanced the chances of trained teachers getting absorbed in teaching profession.
The association also met the Education Commissioner, Director of Elementary Education, State Project Director and Deputy Director and held threadbare discussion with the officers about appointment of untrained teachers by the authroity in contrary to RTE norms.
According to a survey report of pedagogy, more than 70% of teachers presently serving in primary schools are untrained and the percentage of untrained teachers in Upper Primary school is over 60%, it said.

Dear Editor,
I have decided to withdraw from the Committee constituted by the Chief Minister for resolving the issue of news published in web Portals of "The Times of India" hurting the sentiments of the Nyishi Community due to following reasons :¬
That on the personal request of the Chief Minister in helping to solve the Pradeep Thakur issue, I accepted the request because of my social and emotional relations with the Nyishi Community and considering the news item does not bode well for maintaining time tested smooth social fabrics of Arunachal Pradesh.

Dear Editor,
Media is considered to be the sixth pillar but it’s a dismay that media is still sleeping .When I got to know the news about the attack of Sentinel Arunachal CEO Jarpum Gamlin, as it’s not the first time this had happen to media fraternity, I had expected that the media freternity would react to it by calling the ANSU to show cause the reason for their actions but they are busy printing the cause of the bandh. I have watched the news where Pradeep Thakur has asked for an apology and also read in the paper. Now let the law take its action. Am just a commoner who is observing how my State is shaping up and remembering what I read in my history class the incident of partition of Bengal. I hope and pray I don't witness this in my state.

I have a question for the furious, energetic concerned youths. When they call for bandh calls repeatedly and that too for more than one day, do they have any idea of the students preparing for their respective board exams or the patients suffering in hospitals who are desperately in need of medicines and get helpless when the medicine shops are closed or the families that are waiting for their sons and relatives who are arriving for their vacations and can’t get through the state border? God help Arunachal.

Improve bus service
Dear Editor,
This is regarding the Arunachal Pradesh State Transport Service to Daporijo from Naharlagun. We have to face lots of problem by because of indifferent attitude towards our district headquarter by the State Government. The students who are studying in Itanagar have to pay huge amount to Private Sumo as the ticket cost Rs.550/= which is very heavy amount for the student those who belong to poor family.
Because of poor transportation it has also created difficulties for the patient who are referred to hospitals in Itanagar.
Sometimes urgent works are not attended to as it became impossible to reach Private sumo which departs early in the morning. The other option to take the State Transport bus but its service is only till Naharlagun, from where Itanagar is more than 10 kms away.
I earnestly request the state government to take up the issue for an immediate solution
to ease the problems of the people. Finally, I request all the M.L.A.s, Panchayat

Cancer cases increase
Every year cancer is hitting 12 million people worldwide showing 20 per cent increase in number of cancer cases due to inactive lifestyles and increasing obesity among the people, reveals a report by World Cancer Research Fund.

challenges facing the world, experts have said. The number of new cancer cases worldwide

This is more than four times the annual number of new HIV infections, and 2.8 million of these cancers are linked to poor diet, a lack of exercise and being overweight.
